The Fact Sheet is designed to assist temporary facility operators with recommendations for securing special events and public gatherings. Temporary facilities are established for set timeframes for hosting a venue and face unique security challenges due to their provisional nature. This Fact Sheet walks through determining if a security plan is in place for the facility, if current protective measures provide the necessary security for the event, and the importance of conducting a vulnerability assessment to identify and prioritize areas of concern that need to be addressed. It emphasizes the importance of developing an emergency action plan and coordinating/exercising the plan with local law enforcement and first responders as they may not be familiar with the event, the facility, and its current temporary use/purpose. It also provides cost-effective protective measures to mitigate identified vulnerabilities and enhance security, and access to resources to support decision-making.</p> <p>Some Houses of Worship share / rent facilities to host worship services and other worship related activities and events. The practice of sharing / renting facilities may pose a challenge for Houses of Worship who may or may not have a say so in the security practices of the facility that they share / rent the space from. The Physical Security Considerations for Temporary Facilities Fact Sheet offers some considerations for mitigating that risk. The Fact Sheet is attached and can also be found here: <a href="https://www.cisa.gov/securing-public-gatherings">https://www.cisa.gov/securing-public-gatherings</a>.</p> <h2>Active Shooter Pocket Card</h2> <p>The Cybersecurity and Infrastructure Security Agency (CISA) has just updated Active Shooter Pocket Card. This is an update to their previous pocket card and discusses run, hide, fight. The icons in The Pocket Card are displayed in a way that stakeholders did not feel they have to follow a linear process, but depending on the scenario, hiding, fighting, or running is the best chance of survival and they should consider all their options. CISA has also included a section on staying safe and a place to put the local security POC’s contact information as well as information on what to do when law enforcement arrives. The English version, which is a printer friendly version (two products on each side and printing instructions) and a single-sided version, can be found <a href="https://www.cisa.gov/sites/default/files/publications/active-shooter-pocket-card-508.pdf" target="_blank">here</a>.</p> <p>The Active Shooter Pocket Card is available in many languages. We grieve with the victims and their families, as well as the entire Saint Francis Health System team, as they mourn the loss of four members of their community.</p> <p>The shooting was the 20th mass shooting in our nation since a gunman killed 19 children and two teachers at an elementary school in Uvalde, Texas, on May 24.</p> <p>The Tulsa shooting also was the 233rd mass shooting in our country <strong>this year.</strong></p> <p>Last week’s <a href="/news/perspective/2022-05-25-perspective-taking-action-stop-gun-violence" target="_blank">Perspective column</a> discussed gun violence as a public health issue and the need to come together and take action to stop these senseless acts of violence.</p> <p>The Tulsa shooting further reinforces the need for action to be taken to stop these tragic events. Legislators are working on a bipartisan effort to address gun violence, and <strong>we urge them to act quickly</strong>.</p> <p>America’s hospitals and health systems experience each and every day firsthand the devastating impact all forms of violence have on individuals’ lives and health. And they see how violence can ripple through a community, affecting not just the injured but their family, friends and neighbors.</p> <p>In 2016, under the leadership of the AHA Board of Trustees, we developed the <a href="/hospitals-against-violence/human-trafficking/workplace-violence" target="_blank">Hospitals Against Violence (HAV) initiative</a> to shine a light on how hospitals and health systems are working to: heal victims of violence as well as their communities, prevent further acts of violence, and address violence in the workplace.</p> <p>As part of the HAV initiative, we have been sharing resources and strategies on supporting victims and communities of mass violence incidents; a public health approach to addressing gun violence; combating human trafficking; and workplace violence prevention.</p> <p>For example, in conjunction with the International Association for Healthcare Security and Safety, we recently released<a href="/guidesreports/2021-10-26-creating-safer-workplaces-guide-mitigating-violence-health-care-settings" target="_blank"> Creating Safer Workplaces: A guide to mitigating violence in health care settings</a>. This resource for health care and security leaders offers recommended action steps, <a href="/2021-12-03-workforce-and-workplace-violence-prevention-case-studies" target="_blank">case studies</a>, best practices and individual solutions to help build safer workplaces.</p> <p>Today is our sixth annual <a href="http://www.aha.org/HAVhope" target="_blank">#HAVhope Friday</a> — a national day of awareness to end violence. Throughout the day, hospitals and health systems and their community supporters from across the country have been sharing examples on social media of how they are standing up to violence and speaking out for their patients and communities. You can see the many examples on social media by following the hashtag <a href="https://twitter.com/search?q=%23HAVhope&src=typed_query" target="_blank">#HAVhope</a>.</p> <p>The AHA in March <a href="/news/news/2022-03-24-aha-urges-doj-protect-health-care-workers-workplace-violence" target="_blank">urged</a> the Department of Justice to support legislation that would extend to health care workers federal protections against workplace violence, similar to those afforded to airline and airport employees. We are hopeful that legislation will be introduced soon as part of our continuing efforts to protect health care workers.</p> <p>Workers who dedicate themselves to saving lives deserve a safe environment — free of violence and intimidation — in which to deliver care. <strong>We will not let up in our efforts to ensure that all hospital and health system workers feel safe in the vital work they perform.</strong></p> <p>At the same time, each and every person — including children going to school, worshippers attending a religious service or people going to the grocery store — should be able to live their lives free from violence and intimidation.</p> <p>As cornerstones of their communities and places of healing, safety and security, hospitals and health systems are an important voice for the rejection of violence in all its forms.</p> Fri, 03 Jun 2022 08:27:12 -0500 Active Shooter AHA Advisory: NFPA Releases Standard for Active Shooter/Hostile Event Response Program Thu, 03 May 2018 10:50:39 -0500 Active Shooter ASPR Webinar March 28 on Responding to Mass Shooting Incidents /news/headline/2018-03-01-aspr-webinar-march-28-responding-mass-shooting-incidents <p>The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response will host a March 28 webinar on responding to mass shootings and other “no notice” events. Since 1992, almost 400 school shootings have taken place, and a recent FBI report shows that incidents are increasing annually. Even in the best of circumstances, emergency medical service (EMS) providers may not be in a position to render aid immediately to the wounded. In many cases, it is up to the individuals at the scene to help the victims and stop the bleeding. Because of this, Mercyhealth partnered with local EMS providers, law enforcement, fire departments and school districts to create and deploy a Casualty Care training program with a specially designed emergency kit to local school districts and other organizations to impart vital emergency training. Following this program’s development, Mercyhealth then went one step further, designing and building a Tactical Training Center to offer training to the professionals who would aid victims of a violent situation. Opened in October 2015, the 25,000-square-foot Center imitates classrooms, a church, a nightclub, a theater, a boardroom, an emergency department and even a residence, allowing training to mimic realistic hostage, siege and terrorism scenarios.</p> Thu, 15 Feb 2018 15:32:58 -0600 Active Shooter
